The UGC-Human Resource Development Centre known as Academic Staff College Manipur University, was Established in 12 October 2006 with the approval of the University Grants Commission, New Delhi, vide letter F. No.27-1/2005 (ASC)

It starts its functioning since 2007.

The scheme of setting up Human Resource Centre (HRDC) in selected universities of the country is to create new system commensurate with the expansion of higher education institutions by the University Grants Commission (UGC)
