Well you have not scored enough percentiles in 12th standard for Scholarship. This percentile doesn't satisfy scholarship requirement. To avail scholarship you should get good rank.

You should have minimum 80% to avail good scholarship.

But don’t worry, some times scholarship does not depend on your 12th percentage, if you have good score in SAT, TOEFL etc, and then you will be eligible for further studies

You have not mentioned any particular stream in which you have done your XII and also not mentioned in which stream you want to do graduation. If you have mentioned this, then I can help you more in this
