Yes , graduate degree from a UGC recognized institute / university is required to appear in Combined Defence Services Examination to join Indian Navy.

UPSC CDS Entrance Exam:
Eligibility

Nationality: A candidates must either be:
(i) a Citizen of India, or
(ii) a subject of Bhutan, or
(iii) a subject of Nepal, or
(iv) a Tibetan refugee

Educational Qualification

For Indian Military Academy/Officers’ Training Academy:
Degree from a recognized university or equivalent

For Indian Naval Academy:
Bachelor of Engineering

For Air Force Academy:
Degree of a recognized University with Physics and Mathematics at 10+2 level or Bachelor of Engineering
