According to its 7th Pay Commission report the CAPF is submitted to the government, the ministry of home affairs and CAPF have the least per capita expenditure pay and allowances at Rs 2.97 lakh. As per the data available in the report, this is the department that has witnessed a steady increase in head count over 7.44 lakh to 9.80 lakh. As per the data, the staff strength of the Railways stands at more than 13 lakh while the per capita pay is Rs 4.18 lakh, much higher than the central armed forces.
