The plan was to build up a worldwide cross-culturally comparable quality of living measurement tool. It assesses the individual's perception in the background of their traditions and value system, and their individual goals, principles, values and concern. The WHOQOL instruments were developed collaboratively in a quantity of centers in the whole nation, and have been broadly field-tested.
